  4. Department Of Agriculture (USDA) - FY 2017 Budget Estimates = $151.49 Billion

    Mission Statement:

    USDA provides leadership on food, agriculture, natural resources, rural development, nutrition, and related issues based on sound public policy, the best available science, and efficient management.

    2017 Funding Highlights:

    • The 2017 request for discretionary budget authority to fund programsand operating expenses is $25,51 billion. This includes funding for Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), Rural Development, Food Safety, Forest Service, research and conservation activities.
    • Funding for mandatory programs is estimated at $125.98 billion. Mandatory funding largely reflects decreases in the Commodity Credit Corporation Fund and reduced crop insurance expenses.
  5. Department Of Commerce (DOC) - FY 2017 Budget Estimates = $10.55 Billion

    Mission Statement:

    The mission of the Department is to create the conditions for economic growth and opportunity.

    Strategic Goals:

    The Department is comprised of 12 bureaus that work together to drive progress in four business facing key goal areas:

    • Trade and Investment
    • Innovation
    • Environment
    • Data

    2017 Funding Highlights:

    • Provides $9.43 billion in base discretionary funding for the Department of Commerce to create the conditions for economic growth by promoting trade and investment, spurring innovation, gathering and acting on environmental intelligence, and fueling a data-driven economy. This includes:
      • Funding for the National Institute of Standards and Technology laboratories to accelerate advances ranging from cyber security to advanced manufacturing, and to further expand lab-to-market transfers of manufacturing and other technologies;
      • Supporting key trade enforcement and promotion activities that will grow the economy, invest in underserved markets and regional economic development, and encourage greater investment in the United States;
      • Expanding SelectUSA, an initiative to attract, retain, and expand business investment in the United States in order to create jobs, spur economic growth, and promote U.S. competitiveness;
      • Funding For Mandatory Programs $1.12 billion
  6. Department Of Defense (DOD) - FY 2017 Budget Estimates = $586.83 Billion

    Mission Statement:

    • To provide the military forces needed to deter war and to protect the security of our country. The department's headquarters is at the Pentagon.
    • To support the overall mission of the Department of Defense by providing official, timely and accurate information about defense policies, organizations, functions and operations. Also, Defense.gov is the single, unified starting point for finding military information online.

    This mission is consistent with the DOD Principles of Information, which outline the Department's policy for providing information to military members, DOD civilians, military family members, the American public, the Congress, and the news media.

    2017 Funding Highlights:

    • Provides $579.26 billion in discretionary funding for the base budget of the Department of Defense to carry out our national defense strategy and protect national security. This includes:
      • Ending the war in Afghanistan and, pending the signing of a Bilateral Security Agreement, maintaining a small force of Americans and international partners to train and assist Afghan forces and carry out limited counterterrorism operations in pursuit of any remnants of al Qaeda;
      • Supporting Government-wide efforts to rebalance diplomatic, economic, and military resources to the Asia-Pacific region while also upholding responsibilities elsewhere;
      • Protecting the homeland and ensuring a safe, secure, and effective nuclear deterrent;
    • Provides $??? billion in Overseas Contingency Operations. (OCO) funding request has not been finalized; therefore a temporary placeholder is used in The National Defense Budget Estimates, commonly referred to as "The Green Book."
  7. Department Of Education (ED) - FY 2017 Budget Estimates = $68.44 Billion

    Mission Statement:

    Supporting and testing innovative strategies and practices that improve college completion rates and make college more affordable, particularly for low-income students, through the First in the World fund, to help meet the goal of having the highest proportion of college graduates in the world by 2020.

    2017 Funding Highlights:

    • Provides $66.07 billion in discretionary funding for the Department of Education to build upon investments in preschool access, ongoing K-12 reforms, and efforts to make college an affordable and valuable investment for all Americans. Activities supported at the Department include:
      • Establishing a landmark Preschool for All initiative, to ensure that America’s four-year-olds have access to a high-quality early education;
      • Investing in high school redesign, to create more innovative schools that personalize teaching and learning for students, prepare students early to succeed in college and careers, and expose them to the demands of our high-tech economy;
      • Making our schools safer through the President’s Now Is the Time initiative to reduce gun violence and prevent future tragedies;
      • Supporting and testing innovative strategies and practices that improve college completion rates and make college more affordable, particularly for low-income students, through the First in the World fund, to help meet the goal of having the highest proportion of college graduates in the world by 2020.
  8. Department Of Energy (DOE) - FY 2017 Budget Estimates = $30.37 Billion

    Mission Statement:

    The mission of the Energy Department is to ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions.

    • Energy - Catalyze the timely, material, and efficient transformation of the nation’s energy system and secure U.S. leadership in clean energy technologies.
    • Science & Innovation - Maintain a vibrant U.S. effort in science and engineering as a cornerstone of our economic prosperity with clear leadership in strategic areas.
    • Nuclear Safety and Security - Enhance nuclear security through defense, nonproliferation, and environmental efforts.
    • Management and Operational Excellence - Establish an operational and adaptable framework that combines the best wisdom of all Department stakeholders to maximize mission success.

    2017 Funding Overview:

    • Provides $31.86 billion in discretionary funds for the Department of Energy that will: position the United States to compete as a world leader in clean energy and advanced manufacturing; enhance U.S. energy security; cut carbon pollution and respond to and prepare for the threat of climate change; and modernize the nuclear weapons stockpile and infrastructure. This includes:
      • Advancing the Administration’s "all-of-the-above" energy strategy by investing $4.2 billion in the Department’s discretionary applied energy programs to drive energy sector innovation;
      • Investing in energy productivity, manufacturing technologies, and advanced transportation to strengthen U.S. competitiveness and cut carbon pollution;
      • Providing $2.21 billion for the Office of Energy Efficiency and Renewable Energy to build on the Administration’s success in reducing U.S. dependence on fossil fuels, promoting energy efficiency, and doubling U.S. renewable electricity generation; and
      • Maintaining a safe, secure, and effective nuclear arsenal to deter adversaries and protect the Nation, while working to enhance national security through partnerships to detect, secure, and eliminate unnecessary nuclear and radiological material worldwide.
  9. Department Of Health And Human Services (HHS) -FY 2017 Budget Estimates = $1.14 Trillion

    Mission Statement:

    The mission of the U.S. Department of Health & Human Services (HHS) is to enhance and protect the health and well-being of all Americans. We fulfill that mission by providing for effective health and human services and fostering advances in medicine, public health, and social services.

    2017 Funding Overview:

    • The President’s fiscal year (FY) 2017 Budget for HHS includes investments needed to support the health and well-being of the nation, and legislative proposals that taken together would save an estimated $355.6 billion over 10 years.
    • The Budget Totals $1.14 Trillion in outlays and proposes $86.89 billion in discretionary budget authority. With this funding HHS will continue to improve health care and expand coverage, create opportunity, give children the chance to succeed, protect vulnerable populations, promote science and innovation, protect the nation’s public health and national security, and focus on responsible stewardship of taxpayer dollars.
  10. Department Of Homeland Security (DHS) - FY 2017 Budget Estimates = $47.75 Billion

    Mission Statement:

    The vision of homeland security is to ensure a homeland that is safe, secure, and resilient against terrorism and other hazards.

    • Prevent terrorism and enhancing security;
    • Secure and manage our borders;
    • Enforce and administer our immigration laws;
    • Safeguard and secure cyberspace;
    • Ensure resilience to disasters;

    2017 Funding Overview:

    • Provides $48.99 billion in non-disaster, net discretionary budget authority for the Department of Homeland Security to protect the Nation from terrorist attacks, address critical capital needs, and carry out core homeland security functions such as transportation security, cyber security, disaster preparedness, and border security.
      This includes:
      • Funding for programs that lead to job growth and expansion of the U.S. economy, including a historic 25,775 Customs and Border Protection officers resulting in faster processing and inspecting of passengers and cargo at U.S. ports of entry, as well as more seizures of illegal items, such as drugs, guns, and counterfeit goods;
      • Focusing resources for immigration detention of mandatory and priority individuals, such as violent criminals and those who pose a threat to national security, while expanding less costly alternatives to detention programs;
    • Providing $4.99 billion for Disaster Relief.
  11. Department Of Housing And Urban Dev. (HUD) - FY 2017 Budget Estimates = $40.74 Billion

    Mission Statement:

    HUD’s mission is to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD is working to strengthen the housing market to bolster the economy and protect consumers; meet the need for quality affordable rental homes; utilize housing as a platform for improving quality of life; build inclusive and sustainable communities free from discrimination, and transform the way HUD does business.

    2017 Funding Overview:

    • Provides $40.74 billion for Department Of Housing And Urban Development (HUD) programs, including funding to expand the number of rental assistance vouchers and increase homeless assistance for vulnerable families, as well as for targeted neighborhood investments to help revitalize high-poverty neighborhoods.
    • Funding rental housing assistance to support 4.5 million low-income families, including Housing Choice Vouchers for 2.2 million very low-income families;
    • Investing $2.4 Billion for Homeless Assistance Grants to continue progress toward the Administration’s goals of ending chronic homelessness and homelessness among veterans and families;
    • Expanding affordable housing for the elderly and persons with disabilities by providing $45 million to assist over 5,000 new households;
    • Providing $650 million to address the housing needs of Native American Tribes and $332 million for the Housing Opportunities for Persons with AIDS program.
  12. Department Of Justice (DOJ) - FY 2017 Budget Estimates = $35.27 Billion

    Mission Statement:

    "To enforce the law and defend the interests of the United States according to the law; to ensure public safety against threats foreign and domestic; to provide federal leadership in preventing and controlling crime; to seek just punishment for those guilty of unlawful behavior; and to ensure fair and impartial administration of justice for all Americans."

    2017 Funding Highlights:

    • Provides $22.77 billion in discretionary funding for the Department of Justice to fund core law enforcement needs, safe and secure prisons, and other Federal, State, and local programs. This includes:
      • Providing new resources in support of the Now is the Time initiative to ensure that those who are not eligible to purchase or possess guns are prevented from doing so;
      • Funding to enhance criminal history records information, improve required inspections of licensed firearms dealers, and continue the Comprehensive School Safety Program;
      • Continuing strong support for law enforcement components focused on national security, cyber security, and counter terrorism efforts and reducing illegal trafficking and violent and financial crimes;
      • Reducing the time it takes for the Department to respond to legal assistance requests from foreign partners and to help develop legally sufficient requests, thereby improving the Department’s ability to support foreign partners in investigating and prosecuting criminals.
  13. Department Of Labor (DOL) - FY 2017 Budget Estimates = $50.96 Billion

    Mission Statement:

    To foster, promote, and develop the welfare of the wage earners, job seekers, and retirees of the United States; improve working conditions; advance opportunities for profitable employment; and assure work-related benefits and rights.

    2017 Funding Highlights:

    • Provides $13.95 billion in discretionary funding for the Department of Labor by making targeted investments to improve job training and employment programs; strengthen enforcement of laws that protect workers’ wages and working conditions; ensure a strong safety net for workers who lose their jobs or are hurt on the job; and promote a secure retirement for workers at the end of their careers. Activities supported at the Department include:
      • Raising the minimum wage so that hard-working Americans can earn wages that allow them to support their families and make ends meet;
      • Building on proven strategies by providing increased funding for in-person reemployment services to reach unemployed workers who are most at risk of exhausting their benefits and all recently separated veterans;
      • Increasing support for agencies that protect workers’ wages and overtime pay, benefits, health and safety, and investing in preventing and detecting the misclassification of employees as independent contractors;
      • Assisting Americans who need to take time off from work to care for a child or other family member by helping States launch paid leave programs.
    • Funding For Mandatory Programs : Funding for mandatory programs is estimated at $37.05 billion.
  14. Department Of The State (DOS) - FY 2017 Budget Estimates = $28.86 Billion

    Mission Statement:

    The Department's mission is to shape and sustain a peaceful, prosperous, just, and democratic world and foster conditions for stability and progress for the benefit of the American people and people everywhere. This mission is shared with the USAID, ensuring we have a common path forward in partnership as we invest in the shared security and prosperity that will ultimately better prepare us for the challenges of tomorrow.

    2017 Funding Highlights:

    • Provides a total of $27.88 billion in base discretionary funding for the Department of State and U.S. Agency for International Development, equal to the 2014 enacted level.
    • In addition, provides $5.9 billion for Overseas Contingency Operations Activity. This includes:
      • Dedicating $1.5 billion for the Middle East and North Africa to address the growing humanitarian crisis in Syria and support transitions and reforms in the region;
      • Supporting the rebalance of diplomatic and assistance resources to the Asia-Pacific region;
      • Advancing Power Africa, the President’s historic initiative to partner with African countries and the private sector to expand electricity generation and access to power in sub-Saharan Africa;
      • Investing $4.6 billion to secure overseas personnel and facilities, including sufficient funding to support embassy security construction funding of $2.2 billion, as recommended by the Benghazi Accountability Review Board;
      • Providing $3 billion for peacekeeping missions to share global security burdens with other nations and respond to new peacekeeping requirements;
  15. Department Of Interior (DOI) - FY 2017 Budget Estimates = $15.04 Billion

    Protecting America's Great Outdoors and Powering Our Future. The U.S. Department of the Interior protects America’s natural resources and heritage, honors our cultures and tribal communities, and supplies the energy to power our future.

    2017 Funding Highlights:

    • Provides $13.04 billion in discretionary funding for the Department Of The Interior, reflecting ongoing commitments to protect critical national landscapes, responsibly manage energy development on Federal lands and waters, and support Federal trust responsibilities to Native American Tribes and communities. This includes:
      • Launching an historic effort to revitalize the Nation’s parks for the next century in commemoration of the National Park Service Centennial;
      • Investing in the safety, reliability, and efficiency of America’s water infrastructure and in conservation, reuse, and applied science to address the Nation’s water supply challenges;
      • Supporting tribal priorities in Indian Country, including full funding for contract support costs and a new initiative to address high rates of poverty, substance abuse, and homelessness;
      • Investing in science to support decision-making in managing natural resources and carrying out tribal trust responsibilities, including $889 million for research and development.
  16. Department Of Transportation (DOT) - FY 2017 Budget Estimates = $85.83 Billion

    The mission of the Department is to serve the United States by ensuring a fast, safe, efficient, accessible and convenient transportation system that meets our vital national interests and enhances the quality of life of the American people, today and into the future.

    2017 Funding Highlights:

    • Provides a total of $75.96 billion in discretionary and mandatory budgetary resources for the Department of Transportation.
  17. Department Of Treasury - FY 2017 Budget Estimates = $15.6 Billion

    Mission Statement:

    Maintain a strong economy and create economic and job opportunities by promoting the conditions that enable economic growth and stability at home and abroad, strengthen national security by combating threats and protecting the integrity of the financial system, and manage the U.S. Government’s finances and resources effectively.

    2017 Funding Highlights:

    • Provides $13.3 Billion for the Department of the Treasury to maintain a strong economy by promoting the conditions that enables economic growth and job creation. This includes:
      • Continuing to implement the Affordable Care Act to provide quality, affordable health care for millions of Americans who would otherwise be uninsured, including through the delivery of tax credits and cost sharing assistance to make coverage affordable while reducing health care costs and the deficit;
      • Continuing to implement the Wall Street Reform and Consumer Protection Act to create a more stable and responsible financial system;
      • Investing $11.8 billion, including a program integrity initiative, in the Internal Revenue Service (IRS) to improve service to taxpayers and reduce the deficit through more effective enforcement of tax laws. 
    • In addition, the Budget proposes $2.3 billion for Treasury’s International Assistance Programs in order to promote our national security, open new markets for U.S. exporters, and address key global challenges such as food security and the environment.
  18. Department Of Veterans Affairs (VA) - FY 2017 Budget Estimates = $180.22 Billion

    To fulfill President Lincoln's promise "To care for him who shall have borne the battle, and for his widow, and his orphan" by serving and honoring the men and women who are America's veterans.

    2017 Funding Highlights:

    • Provides $74.21 billion in discretionary funding for the Department Of Veterans Affairs (VA), to provide needed care and other benefits to veterans and their families.
      • Funding programs that, along with programs at the Department of Housing and Urban Development and other Federal agencies, aim to end veterans’ homelessness;
      • Supporting continuing improvements in the delivery of mental health care and the development of telehealth technologies, specialized care for women veterans, and benefits for veterans’ caregivers.
    • Funding for mandatory programs is estimated at $106.02 billion.
